Microsoft has released the first beta of the PC Manager application, an analog of CCleaner, to improve PC performance in one click.
The utility lets you delete system and temporary files, browser cache, and other garbage. The program also allows you to end processes and manage the list of applications that run when you turn on your PC.

By clicking the “Speed up” button, the application will clean up temporary files and free up RAM, especially for owners of older computers whose performance is far from ideal.
While the site with PC Manager beta is only available in Chinese, perhaps this is a very early build that was not planned to be launched into mass testing. There is no information about the release of the final version.
