This device cannot start code 10 error It generally means that Windows was unable to communicate properly with one of your installed device drivers. This problem mainly occurs due to outdated, incompatible, missing or corrupt drivers, faulty device driver. Also in some cases, the error of device cannot start code 10 also appears if the device manager does not understand the error generated by the driver. And in all these cases, the hardware cannot function properly.

We’ve heard from many of you trying to do a clean install of Windows that it can be difficult to get started at times. To help, we are providing a new tool that allows an easy and simple way to start over with a clean installation of Windows. This tool is now available from the Settings app for Windows Insiders using the latest builds. That installs a clean copy of the latest version of Windows 10 and removes the apps that were installed on your PC.
The Windows Update tool seems to be a powerful option for anyone who wants to clean their system and remove unnecessary content. Users can choose to keep their personal files intact, or to do a full update that only leaves the operating system intact.
This tool is currently only available to Windows Insiders, and will only work on recently released versions of Windows 10 Insider Preview (Build 14342 or later). The utility will not be of use to everyone as any system running the standard version of Windows 10 will get an error message saying “This tool cannot run on this PC.”
Only members of the Insider program who are previewing the Redstone version of the operating system can successfully update their Windows installation with the utility at this time.
Minimum requirement to update Windows tool
As Microsoft explains, you will need to be prepared before using the tool, making sure you have:
An internet connection to download the tool and the Windows image. Please note that the image is approximately 3GB and internet service provider fees may apply.
Sufficient data storage available on your PC.
Your PC is currently on Windows 10 Insider Preview Home or Pro edition. (32-bit or 64-bit Processor (CPU)) For the latest system requirements, see the Windows 10 spec page.
Important note before running this tool
Reminder: Like your current Windows Insider Preview installation, trying an early build (and a new early tool) like this can be risky. That is why we recommend that you do not install the preview on your main home or business PC. Unexpected PC crashes could damage or even delete your files, so you need to backup everything.
Microsoft also advises that the tool “will remove ALL applications that do not come with Windows, including other Microsoft applications such as Office.”
It will also remove most of the pre-installed applications such as OEM applications, support applications, and drivers. The tool does not give you the option to recover deleted apps automatically. And you will need to manually reinstall any apps you want to keep. After the clean install is complete, if you experience any missing drivers, go to Settings> Update & Security> Windows Update to download the latest device drivers. We also recommend that you visit your PC manufacturer’s website for information on updated drivers.

During this preview period, we cannot guarantee that your digital licenses, digital content associated with the applications, or other digital rights for the applications will be held after using the tool, which may affect your ability to use paid applications or content related to applications. For this reason, we do not recommend installing Preview on any PC where you want to ensure that all of your applications and application-related content (including Microsoft applications such as Office) remain properly installed and licensed.

Ready to start over with a clean install of Windows
First download the Given Link Windows Update Tool below.
Warning: Make sure to back up the data you want to keep before you begin, and do not do this on any PC that has applications that you want to keep. See the Windows Insider Preview FAQ for more details.
Now open the locaiont download file, select the tool and Run as administrator. Please review and accept the license terms first. If you reject the License Terms, you will exit the tool.
Choose what you want to keep. If you want to keep your personal files, choose the option Keep only personal files. Or, if you want to remove everything, choose the None option
Regardless of your selection in this step, this tool will perform a clean installation of Windows. All apps that came or were manually installed on your PC will be removed, including paid apps. Applications that come standard with Windows 10 (Mail and Edge, for example) will be preserved.
Select the Install button to begin the clean installation. The rest of the process will be automatic, but you can cancel it if necessary while the Windows 10 Settings dialog is displayed, until your PC restarts.
The tool will download to start installing Windows 10 automatically.
If you choose to keep only personal files, and the currently installed build of Windows 10 is newer than the build available through this tool. Later you will be asked to choose to save Nothing and you can cancel if you wish.
All steps are automated with gray buttons. You can close the tool to cancel the operation if necessary.
You can reinstall your Windows applications that are available in the Store using your Microsoft account.
